It may help, but there has to be a concerted effort in educating the population in safe sex practices. Brazilian men, like may of their latin counter parts, have a strong resistence to condom use. Hence a concerted effort at re-education is necessary for the effort to be truly successful.

Hopefully, but only if they are used propperly. You are talking about a country that is primarily Roman Catholic (which has a traditional stance against birth control) and that might influence people not to use the condoms.
