Terror? Yes. Terrorism? No, never U.S. policy. I sometimes wonder if there's a problem in language here, as I get the distinct impression many whose primary language is Arabic and secondary language is English seem not to be able to differentiate the two. I can't tell if it's linguistic or conceptual, since I don't speak Arabic.

Of course. Remember the Contras in Nicaragua? We essentially paid and trained a deposed dictator's disbanded army and turned them into a guerilla force, all the while illegally funding them using money obtained from arms sales to Iran.
