Two things.

First I think of homeland like Fatherland or Motherland sort of like
Russia or Germany.

Then I think oh great here’s another office for the bureaucrats in
DC to run. And the conservatives created it! So miuch for the
Libertarian bent...

I could not understand the difference between "Homeland Security" and "National Security." I could not understand what Tom Ridge was going to do that Donald Rumsfeld and Condi Rice could not do.
