THIS IS NOT THE FIRST TIME THAT SUCH THING HAS HAPPENED. BUT THE FOLLOWING POINTS TO BE SEEN IN THIS REGARD:-
1. THESE ARE POLITICAL ISSUES WHICH CANNOT BE SOLVED BY JUST REFERRING IT TO SUPREME COURT OR ANY TRIBUNAL
2. THE STATE GOVERNMENT MUST HAVE FILED A REVIEW PETITION BEFORE SUPREME COURT.
3. EVEN IF IT IS NOT SO STATE GOVERNMENT CAN FILE EXECUTION PETITION BEFORE SUPREME COURT BUT THAT WILL TAKE YEARS TO DECIDE AND LEAD TO ANIMOSITY BETWEEN TWO STATES.
4. BUIDING A DAM IS NOT A SMALL THING AND A POLICY DECISION OF THE GOVERNMENT INVOLVING A LOT OF EXPENDITURE, SUPREME COURT CANNOT LOOK INTO ALL THOSE DETAILS AND MONITOR THE CONSTRUCTION OF THE DAM.

TO CONCLUDE , THESE ISSUES TO BE SOLVED AMICABLY AND IN A HARMONIOUS MANNER.

Contempt of court is the offense committed for a state government for not implementing the order of a court. The aggrieved parties could file a petition for execution or the court who issued the order can cite the state government for contempt.

We had seen how Sonia Gandhi resigned from Lok Sabha and re-elected to escape from the traume of disqualification. Such leaders leading the political arena, how can we expect governments would honour judgements.
