Most likely it will go to England. It should be a European nation since 2010 is going to South Africa (Africa) and 2014 will almost definitely be going to Brazil (South America). This will be the first time in history that consecutive tournaments will be played without one going to a European country. Thus, Europe will be due for a World Cup in 2018 and of all the big soccer nations in Europe, England is the country that has had the longest hosting drought:
England 1966
Germany 1974
Spain 1982
Italy 1990
France 1998
Germany 2006
However, based on the current rotation system implemented in 2003 where each continent gets to host a tournament, North America or Oceania may host it.
The following countries have expressed an interest in hosting the 2018 World Cup: England, Australia, Canada, Benelux, China & Mexico.

the 2018 FIFA World Cup finals could possibly return to Asia & CHINA PR is one of the possible candidate to have an interest in hosting the tournament.
