Because when your computer starts it loads programs into memory. You can see some of the services running in task manager (ctrl alt delete)

Microsoft's newer opertaing systems need a lot of memory. 256 MB just to get going. I am surprised you have that much free.
Try to stop some of the services that you don't need. This might be hard to do as you need to know what each one does. You can google each entry in the task manager's process list. Some things must be left alone. Look in Administrative Tools for Services. This will tell you what will run at boot up time. It is a slow process, but it might save a little money for now.

because thats very little ram ,now days , you must be running a system , with only a p3 processor , and running windows 98 , you really should get up to date , buy a new computer with at least 512 memory in ti to began with , because windows xp takes 256mb ram ,just to operate

The 45% is refering to how much room is left on your hard drive. It has nothing to do with how much ram your computer has.

I IMAGINE, SINCE THIS COMPUTER IS SO UNBELIEVABLY OLD, YOU HAVENT PERFORMED ANY CLEANING / MAINTENANCE ON IT AND PROBABLY HAVE 20 PROGRAMS IN THE BACKGROUND EATING ALL OF YOUR RAM.
384 WAS THE NORM FOR RAM BACK IN THE EARLY 90s -- SO BY TODAY'S STANDARD IF YOU RAN ONE PROGRAM IT WILL EAT ALMOST ALL OF THAT WEAK RAM. IF YOURE RUNNING WIN XP, YOURE SCREWED -- YOU NEED TO USE AT LEAST 512......AT LEAST - 1 GIG PREFERRED....MOST GOOD SYSTEMS ARE COMING W/ 2 GIGS NOW -- ALMOST8 TIMES WHAT YOU HAVE.....TIME TO UPGRADE AND WELCOME TO THE 18th CENTURY !!

your might have a on-board graphic card that used up your memory, or you've opened too many softwares at a time. I recommend you to upgrade your ram.
