Yes, you can format your hard drive by doing an Fdisk, you will have to look it up, it's too long to write it out. However, after formatting your hard drive you will still need the HP or a Windows CD to install a operating system. Contact HP about purchasing replacement restore CDs, or buy a copy of Windows XP. More than likely, your hard drive is partitioned, i.e. you have a C:\ drive and a D:\ drive on the same hard drive. Your recovery disk is the "D:\" drive. This is the way HP does business. If you want a recovery Cd they (HP) will sell you one on their web site. They (HP) will also tell you how to recover your drive using that system on their web site.

You would more than likely have to buy and new OS (operating system, ie Windows XP, Linux, etc.). Then you would just go online and do updates for all the drivers if not found.

yes, but you will need a os disk to put something back on it again.
boot to a xp cd is the go.
