CDL requirements have nothing to do with the presence of Air Brakes. Some CDL licenses no not require an "Air Brake" endorsement.
If you are using the truck for personal use, no. Many of these trucks are in use by "Hot Shot" drivers, pulling trailers and hauling freight. If it is your intention to use this "for hire" a CDL is required.

No, cdl stands for Commercial Drivers License, the only thing you need it for is driving semi's, straight trucks, and some delivery trucks, but not pickups.

No, as long as it is not a commercial register vehicle, with a DOT permit. and most of the time is has to be also register over 26000 lbs. to be considered a class B license.
