It's actually Seward's folly, not Stewards, and refers to the purchase of the Alaska territory from Russia in the late 1860's. The purchase was spearheaded by Secretary of State Seward. I believe he was Secretary of State under President Andrew Johnson. Folly refers to the fact that many thought it was a bad purchase. The word folly, not often used now, means something silly or not worth anything.
