It depends on what kind of drop-down menu you are looking at creating. There are several different types. There is one that is completely cross-browser and cross-platform compatible at grc.com

the great thing about this one is that it doesn't require any javascript of any kind and doesn't require any active-x controls in IE to use. The big downside to it is that it does require some knowledge of css and html.
