Yes, you can make a rainbow without any rain. Yes, you can make artificial ones with prisms or your whose. But, something called a virga can make a part of a rainbow. It will not be a complete rainbow, because the ends will not be touching the ground.
Also, a corona can be a "rainbow in the sky". What it is, is the rainbow colors around the sun or moon, in the order of a rainbow. When clouds are right by the sun, or obscuring the sun, go out and see the edges of the cloud. They may be colorful. Just don't look at the sun. The moon can provide a corona too. It just takes higher clouds, that don't obscure the the moon very much.
There is one more natural phenomenon that shows the colors of the rainbow, but may not be in the order. Iridescence is basically a distorted corona. You may find one quite far from the sun, but can be close to the sun.

Okay, there have been cases where rain precipitates out of the clouds, but evaporates before hitting the ground. So, rainbows are possible even on "dry" days. There's also other kinds of "rainbows" which are caused by tiny ice crystals at very high altitudes, but they look different from the usual ones we're familiar with.

many ways that you can make rainbows or the seven part spectrum of the suns rays without rain include using a garden house on the fine spray nozzel,you can draw a rainbow,oil mixed with water on the road and stuff creates the colours of a rainbow and also dimonds or glass,if you have a triangle cylinder and shine the sun through one side it forms the colours of the sun rays spectrum

To see a rainbow, you have to be between the sun and the rain, so, sun at your back as you look toward the rain. As mentioned above, you can do this with a Garden-hose with a Spray nozzle. Adjust it for a fine spray and with the sun at your back spray away from you. It show better for someone standing away from the one holding the hose.

I have seen a rainbow in a very fine spray of water from my hose nozzle set on mist. You could also hang a crystal in your window and when the light reflects off of it it will give off rainbow like colors.

You can spray the hose into the air or you can use a glass triangle prism. But that rainbow will be small.

Even carona and halo we see around sun or moon are also rainbows only but they are circular. They are created by tiny ice crystals at very high altitudes.

on a sunny day take a garden hose with an adjustible nozel and with your back to the sun turn on the water and adjust the nozel to a fog pattern and WHA-LA you will see a rainbow
