Is the traditional folk craft passed down from generation to generation, is it made by someone who has a lot of experience...???

Most lei making started as a way to make offerings to deities. They were often worn by kings and queens. Leis started as a form of jewelry for ancient Hawaiians, much like gold for the Aztecs.
Also kumu hulas, or master hula teachers, make them using specific flowers and plants to represent the dances and meles, chants or songs, that they are using.

It's not hard, and anyone can learn the basics of lei-making with no trouble at all. Most leis are made by amateurs who are creating them for a special occasion (weddings, graduation, friends coming from the mainland); usually by whomever has the plumeria tree growing in their yard! ^_^

Professionals do exist, however, selling their wares at airports and tourist thoroughfares and specialize in more complicated designs and more expensive flowers than amateurs are willing to deal with. Some learn via their elders, but increasingly the craft is learned via books, the internet, and innovation.

Leis are made by all sorts of people on the Islands. It is handed down generation to generation, but there are also apprentices who make leis and sell them.
