Tough one. As a parent I would say 21. As a Guy who still remembers being single I would say 16 because girls at that age are cute as hell and fun. But I think the best answer is that it depends on the girl or boy, some are mature at a younger age, while most are not mature until mid 20s.

For sex I would have To say 17.. With your parents consent you can still join the army at 17.
A female is primed for sex at 15, and few are likely to wait beyond 17. Boys grow slower sexually than girls, but are fast catching up, It's not uncommon now for 13year olds to date.
It's true kids are growing larger, and faster than ever and are Sexually active sooner.
I see nothing wrong with 17 year olds having sex as they are going to anyway regardless of how I feel.
I thing training and advise on having a healthy and safe sex life would be better than trying to them from doing what nature designed them for.
My wife was 17 when we first had sex and she was very good:):), would have been a shame to have arrested me . for being a year older., than 6 months later let us have at it until our hearts wore out.

How about reasonableness?
Decide on case by cases.
People mature at different rates -- there is nothing magical about a person turning 17 or 18, it is not like you become more mature EXACTLY on your birthday.
Thus individual approach is necessary.
The real question is how to implement it?
I say we should have sex licensing. Everyone over 18 gets license by default. Everyone else must take a test with questions on reality of sex, pregnancy, STD, etc etc. If a person passes the test -- he/she can be deemed to have reached "age of consent".

According to all the psychology books both boys and girls loose brain cells during puberty and don't recover until about age 21.
My best judgment is about 25 years of age. Before then it's all chemical reaction without thinking!

I also think we as a society need to really examine the
notion of statutory rape. If a girl is seventeen and the
guy is eighteen, and the act is consentual, how will it
serve society to classify him as sex offender and castigate
him out of society? Why are we are wasting resources on him
and not the real rapists, sex offenders, and predators?

18. Nothing less.
If you're under 18, you're young. You're stupid. You're not able to think past the hormones. At 18 you can at least be responsible enough to wear a condom or take birth control, or so you would hope.
Personally I would love to see it be 21. However, I know that it will never happen.
