It's the climactic line from season 4, episode 19 of 'Seinfeld,' and was said by the character Sidra--Jerry's girlfriend--as played by actress Teri Hatcher. The 'mystery' of the plot was whether or not Jerry's girlfriend's breasts were natural, or surgically enhanced.
The episode, entitled 'The Implant,' originally aired on February 25, 1993 and was among 22 episodes written for the series by Peter Mehlman between 1991 and 1998.
Mehlman had originally written "And by the way, they're real." During production, however, Seinfeld decided that adding "...and they're spectacular" would be funnier.

SIDRA: I can't believe you sent a woman into the sauna to do that.

TIMMY: Did, did you just double dip that chip?
GEORGE: Excuse me?
TIMMY: You double dipped a chip!

GEORGE: So?
TIMMY: That's like putting your whole mouth right in the dip. From now on, when you take a chip, just take one dip and end it.
