No you are not automatically responsible for their bills since they are addressed to that person, but if they are bills that both partners have part in sharing such as utilities, rent or something possibly family related I think its only appropriate to help with paying or at least offer. If you needed help with a bill, wouldn't you want your spouse to step up and help you out reguardless if its addressed to them or not?

No it does not. You can only be responsible for bills you take on or sign for,.If the power bill is in yuor name only you ony are responsible.
If you file taxes jointly than you are responsble equally. How ever there is such thing as an innocent spouse law which not only covers regular bills but also taxes in which if one of the spouses causes bills or taxes wihtout the others concent or knowledge even though they both singed thje innocent spouse may no be held liable.
