No, I can't pardon the "eugenics," nor can I pardon the ignorance.
Your concept of "race" (by which it's obvious you mean "skin color") is oh-so 18th century. Guess you haven't kept up with genetics in the past 10 years -- the concept of "skin-color races" has been proven completely incorrect, meaningless, and useless. You should really keep up.

Humans all over the earth, no matter what country they are from, what skin color they have, what eye color they have, what hair color they have, whether they're male or female, straight or gay -- they all have roughly the same intelligence. There are, of course, exceptionally intelligent people now and then, appearing with equal frequency in every country and culture. There are, of course, also exceptionally less intelligent people appearing with equal frequency in every country and culture.
Now, let me see, which of those two groups do *you* belong to...? ;-0

No. You can't generalize it that way.
Many intelligence can't blossom much due to socio econmic state of the region. but that does not necessarily make the whole race less intelligent. This kind of approach is totally wrong.

Even we should not think of races so much.

Yes, individual intelligence do vary a lot.

it all boils down to "yo mamma!" that is, if the mother of any race fosters a desire for learning in their child, that child will tend to live what they learn. In some cultures, a woman gets recognized not for her own accomplishments, but that of her child. Do some of your own footwork and find out who does this.

what is intelligence? is it the ability to calculate numbers really really fast in your head? the ability to program a computer? the ability to design a space shuttle?

or is it the ability to hunt in a jungle without detection or the ability to survive the most trying conditions?

I dont think you can compare different culture's intelligence. different cultures can be so vastly different that our knowledge is incomparable.

races(to me)are basically just skin tone, and they obviously don't affect your brain at all(proved)
But some races(like most asian families)force education a lot more than other races so it may SEEM as if they're more intelligent, but they just have booksmarts or something..

I don't think any race is smarter than another, I think some have better vaules, work ethic, morals, discipline, and determination.
