Hmm your a little vague. First of all there really isn't an international body of law. There is no world goverment. What you see with the United Nations are countries agreeing to Treaties, Conventions, and Protocols that they agree they will enforce themselves. No one can really force any one country to enforce their agreements. For very serious violations of rules and laws countries have agreed to enforce, the Security Council of the United Nations can reccomend sanctions or even military defense. Such sanctions are currently common with the Nuclear Non-Proliferation Treaty - specifically against countries who have not signed it (go figure). Another example of this can be found in the UN Charter where all countries agree they will not war with one another. However, "preemptive strikes" can be permissible when a country believes they are in imminent danger from attack by another country. If true, that country is rarely treated as the aggressor (even though they actually struck first) when the UN considers whether to sanction or condemn the conduct. The United States argued early in the Iraq war that we needed to strike because an Iraq with weapons of mass destruction was an imminent threat to us and its neighbors and the entire free world. Now that we know Iraq did not have weapons of mass destruction, did we breach our agreement? If so, should we be sanctioned or punished in any way by the UN as per our membership and the agreements we have agreed to enforce? If you are writing a paper or something, that might be an interesting topic as no debate is more current I think. Just so you know, there are arguments on both sides.
