What he said. Only I'd add that due to the earth's rotation, the sun rises in the pacific time zone 8 hours after Greenwich, England.
If you watch old war movies, they talk about Zulu time. It's the same thing.
Divide 360 deg by 24 hrs and you get 15. You can get approximate longitudes by knowing time.
Oh, and Greenwich, England is where the Prime Meridian is. That's the zero for longitude To the west is +, east is -.
San Francisco is about 122 West.
