Sometimes it is just hard to get to know people. It takes time. Don't hesitate to talk to people, most people are friendly. Although you will find one here and there that is not, but ignore them. Try to join sociable groups from the university in order to get to know people. It just takes a little bit of time and soon you should be getting to know people and making friends.

Hi!
I think that one over-looked factor is that perhaps you could look for people who have some similar interests or hobbies. I also suggest that moving into student halls is probably the best thing you can possibly do, try asking to be put with other students who are from the UK (I'm a language teacher and have many Chinese friends - most of which I met when I was a student in student accommodation - student halls). If you're in halls, you will certainly end up having some sort of relationship with your flat-mates as you will probably go shopping together etc. As hard as it is try not to live just with people from your own country as you will miss out on valuable chances to improve your English and make friends.
Just don't try too hard, this won't help - be yourself, relax and goodthings will come to you.

You ask a very good question.
I don't think you have a problem, but we British may have.
Try and establish a close friendship with someone you know and can trust, and then between you go out and make new friends.
We British are not so bad, but sometimes we take a little time to adjust to someone who is different to us. No offence.

I think Chinese students are like any other student. The main reason that people don't talk to you much might be: 1. you don't let yourself to be open enough 2. you don't let people talk to you much.
To meet someone, you could say "Hi. What are you doing" or something like that. I should know.
Maybe you can do a really creative project that you have to show to the class or something and people might talk to you.

Where are you doing your course? I am not chinese and when I came to the UK I found it really hard to make friends too, so I don't think it's about being chinese.
I think the English take it slower when it comes to opening up to people, it doesn't mean they don't like you, it just means their ways of relating to people are different.
Just take the initiative, once they've passed their shyness stage, they're brillian!

that's sad, considering america is the single most diverse country in the world. In california where i live, there's no problem with chinese kids. one out of five students at my school are from eastern asia (china japan or korea) and they dont have problems making friends. maybe it's your area - if you live in the eastern or middle parts of the usa, it'd be harder to find other chinese people. maybe consider transfering to a west american school?
