it was called The Prisoner it was on in the sixties.

The Prisoner was a 1967 UK science fiction television series, starring Patrick McGoohan. It was devised by McGoohan and George Markstein, and produced by Lew Grade's ITC Entertainment for broadcast on ITV and overseas. McGoohan wrote and directed several episodes, often under a pseudonym.

The leading character, Number Six, is apparently a former secret agent of the British government during the Cold War. He is never identified by name and the exact nature of his job is never explicitly indicated, though numerous episodes provide clues. After resigning his position, he is kidnapped and held prisoner in a small, isolated, eccentric seaside resort town known only as the Village. The authorities there (whose identity and allegiance are never made clear) attempt to determine — "by hook or by crook" — why Number 6 resigned. Throughout the series Number 6 tries to escape while defying all attempts to break his will. He also sets out to discover the identity of the mysterious "Number 1", who presumably runs the Village. Towards the end of its run, the show deviated quite considerably from this template.

There was a cult TV series in the late 60s called The Prisoner, filmed in Port Merion in Wales, where the guardians were large balls or balloons. All the people were known by numbers the main character, played by Patrick McGoohan, was known as number 6, or number 1 if you followed the whole series. Very weird and hard to follow but still has some ardent fans

The Prisoner.

The original was a TV series made in the 1960's and starred Patrick McGoohan who was then coming off the back of the series Dangerman and wanted to do something that was completely surreal and different. Only 17 episodes were produced of the original series because it was so expensive to make.

There are plans to make a new version of the Prisoner which have linked Christopher Eccleston to the role (although his agent has denied that he has been cast).

As of August 2006, Universal Pictures is near a deal for Christopher Nolan (Batman Begins, The Prestige) to direct a feature version of TV series. Janet and David Peoples (Unforgiven, Blade Runner, 12 Monkeys) are set to write the script. Scott Stuber, Mary Parent, Barry Mendel and Emma Thomas will produce.

Your thinking of the 1967 sci-fi TV series, The Prisoner.

Starring Patrick McGoohan (once tipped to play James Bond at one point) who played the character known only as Number 6. Number 6 was a former secret agent for the British government during the Cold War who resigned from his position and was then kidnapped and held prisoner in an isolated seaside resort known only as the Village. The authorities there try to find out why he resigned using lots of hypnosis, mind control and hallucinogenic drugs, while Number 6 tries to escape and at the same time find out the identity of Number 1, who runs the Village.

The balloon you refer to is called Rover and was used to chase down and pacify (or kill) would-be escapees.

The Prisoner, only it wasn't a film (to my knowledge) it was a TV series shot in Pert Merion in N.Wales
