No, it is an apples and oranges question. Latin is pretty much a dead language, but it is still the root of many modern languages. Mandarin is the language of the next superpower, but the Chinese are also pushing their children to speak English.
If you live in the United states of America, Spanish is the most useful Language. As we are willfully and peacefully surrendering our culture and country to Spanish speaking peoples Americans need to learn foreign language just to compete. Mandarin May soon be the language of business world wide, so if you are young, and business minded, Mandarin might be the best choice.

It all depends if you want to save an ancient language (such as Latin) from dying out or take on a currently spoken language (like mandarin) that is useful in the modern day world. Taking both of of them would not be a bad idea since you would be able to understand more of the context of how diverse and complex different cultural languages are in the world. It is your choice. Just think about the advantages or benefits in learning one or two specific languages.

Why not have the choice of both? I enjoyed taking Latin in high school and it taught me a lot about romance languages and the classics. I am now enjoying learning expressions in Mandarin from my co-workers.
