Technically, because your ACTUAL birthday wouldn't happen til every 4 years. But you still would be alive for a year even thought your birthday doesn't actually occur.
Some people just celebrate the day before or after.

techincaly yes but most people who are born on feb 29 just celebrate their birthdays on march 1 and the government recognizes it so you dont have to turn 84 to buy alcohol
