Salvation Army? If you want a whole outfit, you're not getting that for under 20 bucks anywhere. I'd say 40 at the least, and that would be Wal-Mart or K-Mart. You have to figure that even the cheapest of the cheap stuff usually costs about 15-20 bucks for a pair of pants/skirt/shorts, and a shirt can range 10-20 bucks. If you're looking for shoes too, throw in another 20.

Believe it or not, Walmart actually is pretty up with the current fashions. I can't guarantee $20 or less, but you will get away with under $40.

Also, Goodwill. This is about the 3rd time I've recommended them in the past 5 minutes. I have found some really cute stuff there for very little money (including $20 prom dress).

Try the goodwill or another thrift store--if you take the time to really look, you will probably find something cute. You really can find good things there as long as you have some time and you don't mind wearing pre-owned stuff. Especially if you are small--I'm a size small, and I've always been able to find cute things at thrift stores, sometimes even some fun vintage items! Most goodwills have shirts for around $4 and jeans for around $6. Have fun!

if your not really into shopping at ross or tjmaxx or walmart or salvation army or goodwill or any other thrift store for clothes, you should really try wetseal!
wetseal ALWAYS has sales =)
and the clothes are so cute
for example with their current clothes you can probably get:
top: 5 dollars
skirt: about 10 dollars
or if you want jeans they also have jeans for 14 dollars
and it's all cute stuff that are NEW. not used and second hand. also they have tons of cute accesories for under 5 dollars
so you can basically get really cute stuff there

All the clothes from all the other suggestions will get cycled to eBay. If it's something new and not something rare (like Plus size or for infants) then it may be a dollar on eBay per items (plys 8 dollars shipping & handleing).

The Thrieft stores now have systems of priceing that are based on average price (so they end up costing more then eBay) and if you do not examine what you buy carefully it can have holes, pins/needles, stains,.. and gunk in it.

However,.. if you don't want the name brands,... look up Fashion Bug,.. they've been haveing sales to clear out things so if you go in you may find clearence with sale on top of clearence. I ended up getting some clothes for $1.88 each that way XD Well,.. and I ended up on there when they has a secret special thing where you scratch off a card and I got 50% off,.. on top of the sale prices (and clearence prices).
