I mean if the president starts making descisions that are not in the best intrest of the country and or dangerous to national security, can congress order a mental evaluation of the president?

Well, the Congress can impeach the President.

No! There is no such power delegated in the Constitution to Congress. Most likely any such attempt would be considered in violation of the separation of powers.

Impeachment is for acts by the President of an extra-Constitutional nature of acts that are indirect violation of the law.

Each of the three branches of government are meant to monitor their own actions. It has been rare where such attempts to control the acts of other branches have occurred and usually they have little merit and less impact.

Normally it is the result of peer like pressure such as in the case of President Nixon where he resigned with pressure from Congress. On the other hand, when the court ruled against President for suspending Habeas Corpus, he simply igored the decision of the court.

Good question. The whole world is kind of asking a sanity test of Bush. But the Congress has not asked for it. So, either it is not allowed or most of the Congress also need a test.

I believe they can? I know that the congress have to watch what the president dose so I would think that they can show him to a mental counselor?

In George Bush's case, yes.

They should have done a mental evaluation of him before he started even running for president. :)
