From a programming perspective, a billing system is a computer system that issues bills (electronic payment or printed bills) for customers.

It may (and should) bring information in (say from your sales system or hours reporting system) to produce bills for your customers. Also, the PAYABLE system (or Accounts Payable) should take the payments received from your customers - and apply those payments to the records in the BILLING SYSTEM so you will know (how much $ have come in, how much money is still owed to your business, etc.)

PS - I worked 30 years in Information Technology. 12 years as a Systems Analyst. Worked 5 years for Dept of Accounts at a state government (Accounts - prints all the checks for the state agencies and other computerized financial transactions).

a billing system allows people to pay you through the use of something like pay-pal or one of the other sites, i would just go on line and search for billing systems/Internet

It is a way of payment. Depends on what you are doing.
