It's just an expression of the already existing personality quirk. You are probably very hard to pin down. You never work your way through a problem from beginning to end. You're always putting it down to start something else, and as a result, never finishing it.
Plus your emotions are always up and down. You almost never have a period of emotional stability, where you just cruise along feeling all right with the world.
