Then who was the lady in Casablanca: the "you know how to whistle don't you" girl? I could have sworn that was Bacall.

Lauren Bacall was not in Casablanca. The first film they did together was To Have and Have Not. It was the first film she was in and the first time they met and they fell deeply in love. They also did The Big Sleep and at least one other film besides Key Largo, but I can't think of the name of the other film offhand.
