This girl named amber at my school picks her nose and is ugly as hell and will not leave me alone nobody likes her at my school. she thinks im her best friend and im not.what should i do?

just be nice to her. she probably doesn't have all that many friends and you could be the one person that makes her feel loved. that doesn't mean you have to be best friends with her or hang out with her a lot, just know that she may be going through a hard time and try to be nice. just because someone is ugly doesn't mean they are a bad person. you can't control what you look like (unless you count plastic surgery but i'm guessing she's too young for that)

Grow up.
You see her for who she is, and you feel sorry for her, you just don't like the fact that you have sympathy for her.
You want to be a jerk and treat her poorly like everyone else. That is an easy thing to do. You'll feel bad about it when you are an adult and think back on it. If you don't then you won't have grown much at all.
Don't do anything but tell her the truth, the real truth, that you just don't have any friendship chemistry with her at all and that she is wasting her time on you when she could be developing actual friends.

Just be nice to her, sounds like the two of you are very young and it may be that in a year or two she will start looking a lot better.
