They may NOT fine you, they can and may cite you. There may be a fine associated with the citation, but the forestry service, as the highway patrol, sheriff, police, etc., do not fine, they cite. You may contest the citation or perhaps pay a preestabllished fine, but the actual administration of a fine is by the courts. The courts may even dismiss the citation, they do not dismiss a fine.
Depending on the area you relieved yourself it could be construed as indecent exposure, but unless there were nearby outhouses or toilets (and you state there were not), the forestry service would have a hard time having the citation upheld. Knowing this, they probably would not show up in court and the citation will automatically be dismissed.

An Asian friend of mine was caught doing this and he was charged with indecent exposure but when the case went to court the charges were dropped due to lack of evidence.

it's worse than that, in some states you can be charged with indecent exposure for public urination and you can be forced to register as a sex offender (true stories, at least in MO)
