Do you mean driving on the left with right-hand drive vehicles? The UK, many former colonies in Africa, Japan, Indonesia, India and Australia all drive on the left for various cultural and historical reasons.

1) On a two-lane, to pass another vehicle
2) On a multi-lane divided highway, also, to pass
3) Could be, they're drunk
