I think T-Mobile has the most competitive rates for prepaid. The $100 refill gets you 1000 minutes ($0.10/min) which have a one year expiration and qualifies you for Gold Rewards status. All subsequent refills will then extend your expiration by one year regardless of the dollar amount. Cingular offers free M2M minutes on their $0.10/min plan, but you get hit with a $1 daily surcharge on any day you make or receive a call.

The T-Mobile prepaid phone selection isn't great, but you can always get an unlocked GSM phone on Ebay, or do as I did, and purchase a Cingular phone and get it unlocked.

Cingular has these two

1) It charges you a dollar a day ONLY if you use the phone. If you call/text a cingular customer it's free but other carriers it charges you 10 per minute for a call and 5 sent for sending and receiving text messages

2) 25 cent a day if you use it or not, plus 25 a minute if you call someone not with cingular. Same charges applies for texting too.
