I just put him in his new tank yesterday.

It's a good thing. Male betta are bubble nest builders. It really just means he's bonded to the tank. In the wild he'd stake out a territory, and breed with female that came along then drive her off to protect his nest. Just remember he is a betta not a human. He is happier alone with little mirror time every so often to get his smack talk on. (The only social interaction betta male or female do is threat display.)

He's making a bubble nest. It's a good thing, it means he's comfortable. A bubble nest is what they make to prepare for the eggs of a female that they would take care of. He's just being a good boy :)

They actually make the bubbles. It might just be from him breathing some air- bettas will do that, or if it is a ton, he may be trying to make a bubble nest to entice females.
I am assuming that you did not use soap to clean it and that it won't be any product like that

Betta Spendens or Siamese Fighting Fish are Anabantoids. A group of fish that have the ability to breathe atmospheric air due to a lung like organ. Making Bettas popular because you can keep them in just a bowl at room temperature.

They are also bubblenest breeders, with the male building the nest. In all likelihood, your Betta is building a nest.

I read on a Beta sight something about these fish create these bubbles deliberately, some sort of netting or something to kind of house themselves. I can't remember exactly what it said now, but it is normal. check out www.betta.com

Maybe he wants to breed with a female. They are bubble nesters if my memory serves me correctly.
