Often times I have heard people say, maybe just schizophrenic people...that they would not own a newer car because they have computers in them that can be tracked via satellite anywhere on the earth..especially onstar..Is there any truth to this urban legend at all?

It isn't urban legend. It is true.
But at this point in time, it is pretty harmless. The only time this is activated is either LO-JACK (Anti theft) or Onstar, which has many other features built into it, such as emergency phone, live real-time diagnostics, remote door unlock, to name a few. Also included is the ability to locate a stolen vehicle.
One thing already out in some vehicles is the highway version of the "Black Box" similar to that of the airliners. It will record the last 35 to 60 seconds of "live" information parameters such as speed, brakes on / off, gear selection, engine RPM, lights on / off, wipers on / off, defroster on / off, steering position, lateral acceleration, antilock engaged, traction control active, and several other bits of information. This can be used to determine the PROBABLE cause of an accident, but like ALL evidence is subject to interpretation and presentation.
Slimey lawyers (NOT ALL lawyers are slimey) are already making a case against some people who have used "Tuners" to reprogram their vehicles for more power or better mileage, or tire size or what ever, and by virtue of having used a tuner, are guilty of negligence or unsafe conditions, even though THEY WERE NOT the guilty party.
The thing we need to be frightened of is the ability (coming soon to a USA near you) to remotely shut off the engine, supposedly to interrupt a pursuit. The problem with ANY technology is that it can be hijacked and hacked by those with nefarious intentions. And it's another tool of government control of the masses.

If you have onstar they know where you are at all times if they so choose, a lot of new cars also have black boxes in them that records the way you drive and in case of an accident they can take the box and see how you were driving just before the accident.

Yes. ONStar is GPS. Cars without ONStar cant be tracked.
