you need to take the rods out and manually open the lock inside the door with a screwdriver.
once its open pull the lock out of the door and apart as it needs to be cleaned inside, sounds like a crook spring or 2!

You've removed the panel... what panel? From the inside? Is the door frozen shut? Check the molding -- the door may be stuck around the molding. Try hosing the car down (but not when it's freezing outside). Try also: have someone sit in the passenger seat and hold the handle open as though they are exiting the car. With all of the windows and air ducts closed, slam the driver's side door. Sometimes, the force of the air will help push a stuck door open.

With your panels removed, try spraying the Latch Mechanism with 3-in-1 white liquid graphite and working it loose with the indoor release lever/rod. This stuff supersedes any of the more commercially known solvent/penetrating lubricants I've ever known. Passenger doors are problematic in that they are seldom used and should be maintained more than the driver's door.
