It meas that crime is a social construct. Take homosexuality, for example. Society deemed it illegal for years and once you could have been incarcerated for it but now, it is not a criminal offence. There are also cultural differences such as jaywalking (illegal in the US but not in the UK). Society decides what is right and wrong.
