No, why would they? They're innocent, there is nothing to be running from. Unless you're talking about running for office, then haha that's funny there isn't an innocent person in office.

If you wanted to be truly PC, you'd have used person instead. Anyway... yes, an innocent person has been known to run. Why? It's not as if they're immune to the feeling of trepidation. They know they could be potentially accused and blamed despite the fact that they know they themselves didn't commit anything illegal.
