Because historically, Jews are rich and they were able to obtain team ownership early in the NBA. But with the division of income becoming more even, other race are starting to own a piece of the pie. Take Jay-Z for example owning the Nets and Magic with the Lakers.
As far as players are concerned, basketball is more main stream popular among the black community than it is with the Jewish community. Look at Hockey, not much black players, just because it isnt really a main stream sport among the black community. And you can make this point across numerous number of sports.
Of course, other contribution factors have to be taken in considation but I think what I said plays a big role.

I don't believe the numbers are "most"....Mark Cuban is not Jewish, nor are the Maloofs (owners of Sacramento Kings). I cannot think of a single owner that is Jewish, probably the owner of the Harlem Globetrotters (not an NBA team).
Furthermore, with Eastern Europeans starting to dominate World Cup Basketball and at the Olympics, team owners are starting to take notice and you'll see more players like Peja Stojakovic and Dirk Nowitzki.
A lot of players you'd think were "Black" (Doug Christie, Mike Bibby, etc) are actually 1/2 white and 1/2 african american.
The NBA is becoming more "International": Tony Parker is French, Francisco Garcia of the Kings is a Dominican.....etc.

IT IS WHAT IT IS......I could go deep on you and give a history of why a lot of african american males see playing sports as one of the only ways to make it out of often lower income situations, but the truth is NOT every black man that plays basketball came from the ghetto. As we all know, the chain of events throughout history have caused the economic system in America to be the way that it is. And there is no change in sight - so you have to either roll with the situation or make a better situation for yourself.

Thats the way the ball bounces (pardon the pun) sometimes. Blacks are more interested in playing the game than being owners and I am sure that Jews are perfectly happy with getting rich enough to build their own full court gym in their back yard.
