Until you are married it should be family first then friends and boyfriend/girlfriend. Unless you have been with boyfriend/girlfriend for 5+ years then it is like you are married and he/she comes before family. Friends come and go and so do most boyfriends/girlfriends. Usually family is always there for you when you need them.

i would say that it would depend on what situattion being disputed, so it might sway either way. But in all, i would say that family would come first becuz theyve been there for you longer than your boy/girlfriend
