Well, if u live in the US there are websites like www.local.live.com and Google Earth, but they don't have people walking around. Sry

I have to agree with J. Not only possible, but going on as we speak in the interest of national security. These programs are so "black" that only a select few know how much it costs. But it's probably worth every penny.
However, it's not necessary to use a satellite. A small drone flying at a few thousand feet (or even lower) with a good lens and camera will provide the view you describe and will be virtually undetectable to the naked eye, even if you know where to look.
You can even try it yourself with a battery operated airplane or helicopter and a small wireless CCD camera. You may even surprise your neighbors with your "bird's eye" view of their activities, but be prepared for lawsuits and angry neighbors.

Not only its possible, THEY ARE DOING IT ALREADY. But not only they are able to see people walking and everything, but they can listen tou your conversations by phone and intercept your internet communications (e-mail, chat, etc. ). You want to know more about that, just find out the echelon proyect and ukusa proyect. I hope this answer was helpful.

No, just Google Earth, and it's a static images...
Probably if you recruit in CIA you get it a way to do that!!!
