The person above who said Dec. after the NFR rodeo is correct. I have been going every year for over 5 years at this time and it's amazing the deals I get. I'm going to go again from the 11th to the 23rd.
The place is "dead" by Vegas standards, but there's still plenty going on. I like it at this time, it's more laid back, more locals all over, people are nicer, relaxed. The deals are great. My airfare from Newark is only about 270 bucks round trip nonstop. My car rental will be around 120 bucks a week. My hotel will be less than 30 bucks a night, most likely I'll find something just before I go for 20 or less. Last year I got nights for 19 bucks and10 bucks a night, and I got two nights free also. Then I won about 500 bucks playing craps at the Gold Coast and they gave me another night free.
Go to http://www.expedia.com and search for hotels for Dec. 10 thru 15 or Dec. 17 thru 22 and you'll see low prices like this (sort the results by price, low to high).
Other than this time of year, it is a little slow from after New Year's until late March, and then in August it gets somewhat cheaper because of the heat.
I try to go in April (even though it's crowded and costs a bit more), August (the heat really is a DRY heat and not uncomfortable), and December (after the rodeo finals). Also, it's kinda fun to party with the people leftover from the Rodeo - like at Gilley's at the New Pioneer. Even though I'm a Jersey Guido they always are fun to party with, those rodeo redneck folks.

There once was two slow seasons. First was in the middle of summer when the heat was unbearable.
now people come even in the heat.
the real "off" season starts Dec 9. End of NFR (Rodeo) until new years eve.
Its cold and we are dead business wise. deals galore.

Right after New Years till early March it slows down for a bit. The hotels run show specials for the locals. Two for one tickets, etc.

well, in a 24 hour city, there really isn't much "off time". I would just stear clear of the summer months though, it can get up to 120* easily, unless of corse you only plan on being inside the casinos and things of that nature.

The week before Xmas is a pretty good time to go to get good hotel bargains. No conventions and most people are getting ready for Xmas, so things are slower than usual.
