Before recruitment and selection.
Write a job description to describe the job and highlight the skills required to complete the duties. This will detail the responsibilities as well as primary and secondary activities. Then you need consider the person specification which details the attributes of the person you will be looking for to complete the job compentantly. So this will include: knowledge, skills and attributes. These 2 documents will form the basis of the whole process.
Recruitment
Recruitment is all about trying to find the right medium to catch the eye of the people you would like to take on. For example, consider - local paper for lower paid jobs for local people, national paper for senior managmenet that has an attractive benefits package and people will be willing to commute or relocate to. Consider trade journals for specific skills, such as IT recruitment, HR recruitment, directors etc. The internet these days is accessible for most people and often used in conjunction with many of the above. Graduate recruitment may involve the Company outsourcing this to an agency or the Company visits local universities etc...
Selection.
Again, using the person specification, you can design the selection process to test the competencies of the candidants. Forms of selection can include the traditional interview - structured, non structured and semi structured (useful tool to extract information, but can be open to bias), psychometric assessments - personality and sttribute (in the right setting can be a good predictor of job performance), group exercises, written assessments, presentations...
It really depends on the resources available and the job as to what methods of recruitment and selection you use.
It is best to have an objective approach to selection, scoring etc to justify each selection decision.
Once selected, appointments are made in writing.

Im a recruitment consultant... the normal process is...
CV first, send them to the employeer, they can look thro them see your past experience... and then it can either be a straight start or 1st stage interviews, (most cases there will be 3 interviews) they may have a 2nd round of interviews, then the lucky chosen one gets the job!
