no, women age 35 and older have a significantly higher risk of having a child with Down syndrome. At age 30, for example, a woman has less than a 1 in 1,000 chance of conceiving a child with DS. Those odds increase to 1 in 400 by age 35. By 42, it jumps to about 1 in 60.
It doesn't matter how old the father is.

Perhaps but the risk is much more dependent on the mother and the age of her eggs. The theory is that the older eggs become more likely to have "sticky" chromosomes that upon divison and production of the egg before it is released leaves an egg with an extra chromosome.

It looks that way but from previous reports much less than for old eggs because generally fit sperm get to the egg and the weak are weeded out by the competition.
Preliminary results now suggest twice the rate male compared to 6 times for female

yes my parents had a DS child before me and had it aborted, my mom was 40 and my dad was 41, they had me at almost 42 for my mom and 42 for my dad

its the age of the sperm and egg especially for female considering the age it begins to almost malfunction in a way
