Before attempting to remove malware you must switch off System Restore as back up files will be hiding in there, and it will just restore itself. Go to Start - programs - accessories - system tools - system restore.
Run your anti virus and anti spyware in Safe Mode. To get into Safe Mode repeatedly press the F8 key after the bios screen loads but before Windows loads. You'll know if you made it because the screen will be at 800 x 600 and your pc will be slow.
Then beef up your security. Its easier to prevent malware getting on to your sytem in the first place rather than trying to remove it. All the following programs are free for personal use;
You need to install one firewall.
The Windows firewall doesn't stop malware on your pc from dialling out.

I sounds like the spyware/virus has embedded itself in the systems registry, or has some temp files stored on the system that detect when you have cleaned the virus, and on the next reboot reinstall the malicious software.
Your best bet is to find out what the virus/spyware is and do a google search on the name. This will bring up pages from many Anti-virus websites which may have special clean-up tools, or particular instructions on how to completely clean the virus.
If all else fails, you can run the Windows XP System Restore. This application will return your PC back to the way it was at a certain date. So If you know when you started experiencing these problems, you can choose a date before then and the problem will be fixed.
To run Sys Restore:
Start > All Programs > Accessories > System Tool > System Restore
Follow the wizard. No data is lost, but programs you installed after the date from which you restore, will be gone (which is how the virus goes as well).

I have never used PC Guard so not sure how it works. Spyware comes almost wholly from the type of websites you browse or emails you open,or downloads, especially from fsome file sharing sites. likewise viruses need the operator to say yes to a download or open an infected email.
Install an antivirus programme like Grisofts AVG ( its free) and an ad / spywear programme such as Adaware ( also free) Easy to find on any search engine. AVG will scan emails and downloads and warn you if there is a virus present. Adaware will scan you PC for ad and spyware. BUT, ultimately you must become more aware of just what you download etc.
As you say they have come back, just make sure you disable the restore option BEFORE removing the virus. Once the virus is gone, re enable restore and make a fresh retore point. If you dont then the PC will create a restore point ( complete with virus) once you start the virus removal process. If you then click on that restore point at a later date, back will come the virus.

Spyware and Virus Alert messages are usually generated by a very active trojan called Zlob Trojan. To remove these messages and the trojan that generates them, download and scan your PC with SpyNoMore, it seems to be the most accurate program in detecting zlob infections.

By the way it is not free, but then again you should really question any so-called free solution. Isn't that how your computer got infected in the first place?!. The free scan will only check your system and show you the infections. If you choose to remove them, be prepared to pay.

I had the same problem even I was using McAfee and I tried f-secure but nothing worked but avast which you can get free for more than a year.
remember to uninstall any other antvirus before downloading any new antivirus.
I strongly advice to try avast before anything else and it is advertised at well know trusted website i.e microsoft, im telling you this because I wasted lot of time because a lot of different answers

Get rid of pcguard and use something else.
Get and run ccleaner.-scan for issues and run cleaner(from filehippo.com)
turn off system restore
run anti virus/spyware. (avg, avast)(adaware, spybot)
reboot in safe mode (press f8 on start)
rerun anti spy/ anti virus
reboot as normal
rerun anti spyware/virus
run ccleaner again
turn on system restore
done
Also, you could try the "House-Clean" scan by trendmicro
