on my 2003 neon, sometimes the parking brake handle is hard to pull up. what might cause this?

2003 neon se, automatic, i always set the parking brake when i park.

pull it up before you push it down and hold the button the whole time
if its cold it might need lubrication
or it could be mechanically broken somewhere
