Both of these are ultraconservative, Bible Belt states with many anitquated laws.
The pluses are low cost of living, beaches and mountains, relatively mild winters (except in the NC mountains) though the summers in SC can be scorchers.....
Personally, I wouldn't recommend it.

It depends on your definition of "Best". Most people will answer depending on their perspective. A person who has never left North Dakota probably won't be able to tell the difference. I've spent time in both states, and I find the differences within each state to be as much as the differences between the states. I rarely look at qualities as "best", but rather focus on the great things that are available where I am. I love the Outer Banks in NC and I also love the low country food in SC. Look at the positive things and that makes for a happier life with less stress.

North Carolina is the best.
You got great beaches on the Outer banks
You got great business growth in Charlotte, Raleigh, Greensboro, etc.
You got lots of great colleges like Duke, U of NC, Wakeforest, etc.
Plus some of the tallest mountains in the Appalachians.
It's like Virginia's twin state.
