I believe the answer that the author is looking for is (b), for the following reasons:
(a) a neutron star is small, massive, rotates very quickly can can generate large amounts of radiation. Also, neutron stars usually start out as larger main-sequence and then collapse. This process would most likely destroy life near the star
(b) a main sequence F-type star lives a fairly long time and has a moderate temperature, providing the best environment for life to evolve
(c) a red supergiant is near the end of its stellar life, and has swelled to large size. Again, this process could destroy life near the star
(d) an O-type star is very hot and doesn't live very long compared with an F-type
(e) a planetary nebula is the remnant of a star that went nova or supernova, again destroying life.

Probably (b) A main sequence F-type star. The star is on the main sequence and is not a blue giant or a red dwarf. Planetary nebulae are made from white dwarfs expelling all of their gases.
