to be honest, i am not familiar with cincinnati modeling agencies, if any. the only legitimate agency i know in ohio is "go international". i think their number is 614.554.6974 (i looked it up in a modeling contact book that i have). they are in lancaster though. other than that, ohio is not big on the entertainment industry.... but it is not the end because...
agencies anywhere will sign you, as long as they think you are material. if you get signed wit a big big big agency (in NY, europe, LA, etc), you will for sure get a lot of work and have to move there. but remember, that is if they REALLY like you :) this is very rare though.
you can always try emailing/mailing your photos to different agencies in the US, and see if they are interested. you don't lose anything by trying :)
also, you might not need to pay for photos. most high fashion agencies are ok with raw snapshots (no make up, etc). commercial agencies prefer professional photos, however.
though it never is a bad idea to get some photos. some photographers are willing to shoot you for free, because they also need to build their portfolio.
some good modeling networks to find a photographer by area are modelmayhem.com, solomodels.com, onemodelplace.com. be very careful, however, with who you shoot. look at their portfolio to see if they really are good photographers.
not to be a biotch or anything, but the girl who said you HAVE to live in NYC to get modeling gigs, is wrong. california, chicago and florida are also big in the industry (though NY is the big, it is not the only place to find modeling work)

NEVER pay for photographs! Cincinnati does not have a modeling industy. The modeling industry is located in New York City.
It is the ONLY place in the USA, where modeling is a legitimate industry. If you want to be a pofessional model, you must live in NYC. The height requirement for models, at the TOP modeling agencies is 5'8" tall.
If you are anywhere else, you will run into scams, such as paying for photographs - that is how they make money, they count on you to pay for your pictures.
The New York Agencies pay for everything. They get back their money once the model makes money.
You will only find agencies that charge you for photographs in your city. Where did the agency tell you, you would model?
If you want to try to model, you must live in NYC. This is where the magazines, television, movies, publishers, publicists, photographers, entertainment industry, fashion designers, are located.

NNOOO!!!! U SHOULD NEVER PAY ANYTHING!!!!! if a modeling agency is interested in u, then they will pay for everything...if they ask for money, this is a RED FLAG!!!!! don't fall into their trap...before u go in, try to research the agency and get references...but by any means don't give up any money!
