Ehhh...to a degree. The drinking and driving really should never be less leniant. If you've got a blood alcohol level more than .08 you should NOT be driving...I think it would be administered in a similar way to certain drugs. You come in, they'd give you exactly how much you need and either transport you home, have you transported home or keep you there until the effects wear off. Then, anytime you drink otherwise...that's legally your problem. :O
