Like that old saying, "loose nut behind the wheel" Just kidding..
It is a loose nut, get the arm to its nounal position and take off the black cap that covers the nut.Remove the nut just for a few minutes while you apply a small dab of loc-tight to the threads. While holding the wiper arm still, tighten down the nut.
I don't know the foot pounds called for that but snug it up real good. Test the travel of the arms, if they look normal as the swipe then put on the black cap and wait about 1 hour for the lock tight to harden before using the wipers. Most auto manufacture do it that way so the arms don't strip the gears when they get frozen to the window. You might want to do the other one just to be on the safe side.
Good Luck...

Most likely the bolt that secures the wiper arm is loose.

Set screw is probly loose. It nees to be tightned. Make sure that the travel of the wiper is in the right spot when you are done.

The wiper has rods that connect them together that are adjustable. Yours may have come loose.
