Get a cardboard tube (like a mailing tube) or a piece of PVC (plastic) pipe.

Cut into sections to mimic the tower -- each level is not equally built as it started to lean as they built it.

put cardboard rings around the tube at each level with colonades on each level -- as in the real tower. You could use that modeling board-- the stuff that has foam sandwiched between two peices of cardboard.
